Salt melts ice essentially because adding salt lowers the freezing point of the water. Tossing table salt (sodium chloride) onto ice when it's 0°F won't do anything more than coat the ice with a layer of salt.
Salt melts ice by lowering the freezing point of the water around the ice. The ice melts and is unable to re-freeze except at a much lower temperature.
Using something like Blue Heat BH20 Snow & Ice Melter with Heat Generating Pellets works much better
