I really think you might want to go with the WalMart prepaid debit card. I did a bit of research, and found that this card is consistently rated among the best. It really seems to be a great card to have.
With the WalMart name behind it, you know it comes from an honest and reputable company. In addition to that, these cards are issued by GE Money Bank, so your deposits are FDIC Insured. Also, this card does not charge many of the hidden fees that even many of the other reputable companies charge.
To load cash onto the card is $3 at WalMart, but from what I understand they will waive these fees if you either cash your check there or if you have your check direct deposited into your debit card account. And there is no transaction fee — the $1 or $2 most prepaid debit cards charge every time you buy something.
That being said, the least expensive option is to open a checking account and get a debit card because these cards are free and there are none of these fees. However, if you're unable to do that for any reason, WalMart would be the card of choice.
