That brand of shoe is available at http://www.martialartsmart.com (also publishers of Kung Fu Magazine).
However, as far as I can tell, it does not appear to come in a men's size 13. The highest size available on several sites is 47, which is a men's 12 1/2.

They do however, have a couple other brands for sale that come in a men's size 13 if you were willing to consider something else, such as addidas.
