My suggestion is to check your local Craigslist or Freecycle. You may find someone getting rid of one on there. If not, I would try Academy sports or your local Walmart.
Depending on size and particular style, the prices are going to vary. Walmart has a youth 20" Mongoose BMX bike for $89.99. If it's for a young girl, they also have a 20" Pretty in Pink BMX bike for $69.99.
