Most airlines have a definition of 22" X 14" X 9". That size will fit in just about any OH bin for full-size jets. 40-45 cubic inches is generally the limit in the US.

The safe maximum size is 45", in the form of a 22" x 14" x 9" bag. Some airlines allow up to as much as 55", but most do not.
