As previously stated, it depends more on technique. If you look at strokes per minute, sonic toothbrushes win handsdown. They also stimulate the gums. Sonic toothbrushes can produce more than 30,000 brush strokes per minute. Brushing by hand is around 300 strokes per minute. Electric, non-sonic toothbrushes typically generate between 2,500 and 7,500 strokes per minute.
An electrical toothbrush is said to be the best. One that has the highest review is the Oral-B ProfessionalCare Smartseries 4000. Which is $125 dollars. Or you can get the Arm & Hammer Spinbrush Pro for $9 dollars. I personally know which I would go with. You can look at the reviews here! http://www.consumersearch.com
The best electric toothbrush is the Oral-B ProfessionalCare SmartSeries 4000 that sells for around $125.
The best toothbrush does not necessarily need to be a fancy brand name. Keeping your teeth clean and healthy is more dependent upon your toothbrushing technique rather that which type of toothbrush that you use. However, your personal choice may be an electric toothbrush, which does most of the work for you. Either way, make sure you brush your teeth manually long enough to sing Happy Birthday. (twice)
There are several toothbrushes that gives your mouth an extrodinary clean feeling. I have personally used the Sonicare Flexcare Rechargable Toothbrush with added Sanitizer. This toothbrush is great because it gets right down to the hard to reach spots and gives your mouth that added clean it needs to stay healthy. You can purchase one for around $160 at Walmart. If you are looking for a more affordable toothbrush, then try the Crest Oral B Pulser Pro- Health toothbrush. I recommend this, because of its gentleness to your teeth and gums, while it deep cleans your entire mouth. You can purchase one for around $15 at various retailers.
Ben Franklin's words an ounce of prevention is worth a pound of cure still ring true hundreds of years later. In order to take care of your teeth in between dental visits there are many options. I've found that having a electric powered toothbrush really does keep my teeth feeling so much cleaner than manual brushing. I currently own a discontinued Oral B toothbrush, but when it breaks, I'm going to most likely replace it with an Oral B Professional Care series 8850. But if you are brand loyal to the Phillips brand, the SonicCare FlexCare RS930 is also highly regarded. They are also pricey. If you wouldn't mind giving up the timer and having just one brush speed, Oral B Vitality does the job, just not for as long.

The best toothbrush for one individual may not be the best for another. There are a few factors to deal with when choosing the best toothbrush for an individual. If a person has issues with their gums a manual softer bristle brush would be recommended. To ensure your toothbrush has undergone rigorous quality control tests for cleaning effectiveness and safety, ask your dentist for a recommendation. Or look for manual or powered toothbrushes that have earned the American Dental Association Seal of Approval. For disposable toothbrushes, this seal ensures that: the bristles will have safe tips; the bristles will not fall out of the toothbrush under typical brushing conditions; the handle will withstand normal use; and the toothbrush will effectively reduce plaque build-up and gum disease in its early stages. In addition to satisfying these conditions, powered or electric toothbrushes bearing the seal also must undergo safety testing in an independent laboratory and prove through a clinical trial that the toothbrush is safe for use on the tissues of the mouth and teeth as well as any dental hardware that may be in place. Your comfort level during use should be taken in account. I hope this helps! I added a few great choices below. Enjoy!
