That depends on what you mean by starter, how computer savvy is he. Also, sometimes you can get a really versatile laptop very inexpensively. I would recommend either an ASUS or an Acer for an inexpensive laptop for your pre-teen, the next step up would be a Gateway or Compaq.

Some of the Vtech products would fit the bill for your 11 year old. The NEW Vtech CYBER SPY NOTEBOOK Learning System Kid Laptop is about $50.00 from Walmart and walmart.com! It is such a good teaching tool.
