Where can I buy an unlocked LG Dare VX9700 phone online?

I recommend the LG Dare VX9700 on Ecrater.  The price is lower than what I've seen so far, however, it doesn't say whether it is unlocked or not.  It is guaranteed to work on the Verizon network.  Here is more on this phone:
