This mesh harness for pullers is by weight. I have a dachshund and was trying to decide between a small/medium thinking about the length of the dog. Or do you always go by weight?

It does go by the size of their chest.  The harness length doesn't matter as much as how it fits on the chest and front quarters. 
They recommend small for daschunds
