Unfortunately, soy birthday candles are nearly impossible to find: unlike beeswax or parrafin and petroleum-based candles, vegan soy wax is very soft, and will not hold the shape of a small, thin candle.  I did come up with a few creative solutions though!

Instead of traditional candles, how about placing some pretty votives around the cake? Or if you are feeling bold, even a smaller taper?  Way Out Wax makes some free standing soy candles that could work for this situation.

Also- feeling crafy?  You could always make your own!  What's that? I just said it's next to impossible?  That's true for old-fashioned birthday candles, but what about some in fun number shapes?  You can find number molds online for all types of candles, soap, and candy, and oftentimes even at your local craft store.  Soy wax flakes are a little more difficult to come by locally, but you can easily order some online in small enough batches (0.5-1 pound) to suit your needs.  I've attached a few examples below.

Good luck, have fun, and happy celebrations!

Comment by a_n_roquelaure: the $46.99 is for an entire box, they sell them individually as well.

Hello and thank you for shopping at imshopping.

I haven't found many sites that offer soybean birthday candles but I have found some beeswax birthday candles:  http://www.realgreengoods.com/proddetail.php?prod=CLB009

Apparently beeswax candles burn as clean as soybean candles.

The only soybean candle sites I have found offer votive candles but no birthday candles.  You might want to ask someone at your local health foods store if they know of anyone.

Sorry I could not be more helpful.

UPDATE:  I spoke with a local store owner last night who makes soy candles - we discussed soy birthday candles and he informed me that making soy birthday candles is extremely difficult, the soy wax is not "free standing" and the candles they make are strictly in decorative jars.  He suggested beeswax candles as well.

Candles with soybean-based wax are generally vegan, soot-free, and biodegradable, and like beeswax, they’re renewable. They also burn up to 50 percent longer than paraffin candles and, if spilled, can be cleaned up with soap and water. Two downsides: First, soy doesn’t throw scent as well as some other varieties. Second, you won’t find soy candles for your birthday cake or your candelabra since soy wax is soft and therefore usually encased in a glass jar or tin. Oh, and one additional consideration: amp up your candle's green factor by opting out of GMO-varieties; Certified Organic ingredients are GMO-free and therefore healthier for the world's seed supplies.

If you wanted the soy candles for the purpose of health or eco friendly, or just plain natural, maybe you would like beeswax birthday candles? Candles made with beeswax are naturally fragrant, nontoxic, soot-free, and non-allergenic. They’re completely renewable and require little, if any, additives. You’ll find that 100 percent beeswax candles are relatively easy to come by and burn longer than regular petro-based paraffin candles.  You can buy a pack of these for $4.50!
specifics:
Clean-burning 100% pure beeswax birthday candles are dripless, soot-free, and long burning having the natural scent of honey with no added fragrance and are hand-poured in small batches with lead-free cotton wicks. We only offer candles made from "100% PURE beeswax" candles - that's all - with no added paraffin or leaded wicks. Buyer beware: for a candle to be labeled "pure beeswax" it only needs to be 51% beeswax - the other % may be paraffin. Paraffin is the final byproduct/left-over residue in the petroleum refining process. Burning paraffin is hazardous to your health because the fumes produced (formaldehyde, toluene, benzene, ethanol, acetone, and more) are similar to the fumes produced while burning diesel fuel. The soot that forms blackens your draperies AND your lungs. Burning wicks with added lead or zinc (to help the wick stand up straight) adds to the toxic list. Beeswax is an environmentally-friendly alternative from a renewable resource. These beeswax birthday candles will burn with steady flames and will be dripless and smokeless if kept out of major drafts. Also, keep wicks trimmed to before burning to help keep that steady flame. One dozen hand dipped candles come packaged in a zip-lock bag with a pack of matches included for the occasion! These sweet little long burning candles may be blown out and reused many times over. Each candle is 3 1/2" tall. Made in the U.S.
