Hi and thanks for your question! 

The best Nikon camera for you to consider does depend on what you want to do but it also depends on what you look for in a camera. Are you looking to simply have a pocket camera for moments that you want to capture but don't want anything to complex? Are you looking for a camera that is advanced but not quite ready to use a DSLR? Or have you decided that you want to take more professional looking pictures but you've never had any experience with an DSLR? 

These are some of the questions you have to consider the most. The higher priced a camera is the more complex it becomes and the increased chance you'll be frustrated if you aren't quite familiar with certain controls. Not to mention a camera that whose controls you don't know much of can't be used to its fullest capacity unless you have the extreme patience to learn. 

Any of these Nikon cameras are the best (and latest) in their ranges and should serve you quite well depending on where you are. Since you did ask the question I hope I am accurate in assuming that you have no experience with a DSLR and so I will present the cameras from lowest to highest.

Nikon Coolpix L22 (compact, simple everyday shooting, chances they will release another one soon)
Nikon Coolpix S8000 (a bit more advanced, compact. everyday shooting
Nikon Coolpix P100 (between a compact and SLR, more advanced shooting options)
Nikon D3100 (entry-level SLR, interchangeable lenses, doesn't have HD video though)
Nikon D5000 (above entry-level but not pro level either -esp. on the pockets - has HD video)

These are just the basic characteristics of the Nikon cameras. As a Nikon fan I do love the ability of their cameras to capture the best pics in low-light conditions. I recommend the P100 because it gives you a mix between compact and advanced features of the SLR including a viewfinder and the ability to play with manual controls. Ultimately the decision comes down to what you are looking for and how much you are willing to spend. I believe that you should start off the the P100 because if you are looking to get professional photography then you want to start where you can easily learn the ropes. Buying a professional camera does not make you a professional.

Really the best Nikon depends on what you want to do with the camera.  One of the  best cameras right now is the Nikon D700.  One of the best things about this camera is the fact that no matter if you are in low light, high light it will do its best to get you the absolute best shot.  Nice to take a bunch of pictures and have them all come out great! 

One place you can find the camera at is Walmart.  They offer the body for the camera which is a 12 MP Digital SLR Body.  It also has a 3" LiveView LCD Display.  Disadvantages of the camera is the price is a little steep on top of you also need to buy the lenses for the camera.  If you have the money to invest then this is the VERY top of the line! 

If you don't have this kind of money to invest right now one camera that you would might to start with is the Nikon D60.  This camera is great for a beginner and very easy to use.  It will take up to 3 frames per second.
