Zappos has a great selection of size 11 women's shoes (http://www.zappos.com). You can do a search under women's shoes for a specific size and it will show you only those shoes that are available at that size.

Bare Footless has lots of womens shoes that go up to a size 15! They are very high end names and have the highest quality! There is a cute pair of black flats that sells for $39.00 and yes, has a size 11!
