I have moved and cant find the cord that i need to sync my i phone 3G (16GB) will this 2-in-1 USB hotsync and charging cable work

Not sure which one you have, but it appears that the 2 in 1 is designed to do what you need...see this link:

I would still make sure that the part that goes to the phone matches up...if you are not sure, it should pop on easily, you should not have to force it on, If you are still not sure, I would stop and not go any further until you have purchased the correct charger.

The 2n1 cable that you have on the opposite end of the USB does it fit into your 3G iphone? If it does, I don't see why it shouldn't work as far as charging or even syncing goes. However if the item does not fit into the charging/syncing port of the iphone then I've included here how you may purchase some online in the case that it is not available in your immediate area.
I recommend the composite AV cable/USB charger for purchase. At the price you can load your music via the USB and you can also play it on the TV or via another music medium by the AV connections. These AV connections along with the USB can also charge your player at the same time. So even if you don't bring your laptop with you on a trip you can plug it up to the TV in the room. If your stereo player in the car has a USB connection you can hook it up in there as well. If not this then the retractable unit is my next choice because it takes up less space and less is always great.
