I have a 10" vase for a centerpiece. What I would like to do is fill these vases with colored water, have a glow to it, have it fizzing, and use your plastic mini tropical fish bobbing within the water

Lighting it i would go with l.e.d ice cubes, they look great in water. i have attached a link for you to see them. as far as fizz you would need a bubbler and air pump from a fish store. any other chemical based item would stop fizzing with minutes and probably would not work.
