I had this Vtech toy that I got in the mid 1990s. It looked kind of like a little laptop computer and it was red and blue. It had all math and spelling games on it. It talked and when you turned it off it went "Bye...woooosh" in the adorable little voice. I'm trying to find another one to buy but I can't find it because I don't know the specific name.

Vtech has changed a lot since the 90s so it may be very difficult if not impossible to find the one you had then unless you know the specific name or you find a retro toy shop that carries things like that.

The good news is that Vtech still makes the laptops like you are talking about. They have the Learning laptop which seems to be the closest thing to what you are looking for. The learning laptop has the games you mentioned and is around $30. It even has a cute little mouse with it.

There is also the Spongebob themed Vtech learning laptop and the Tote and Go for girls. Both of these models have the math and spelling games plus other games that are great for kids. None of them are over $30.
