It all depends on what kind of rug you want. Of course, a hand-looped, Persian style rug will cost a lot more than other kinds of rugs, but there are also some great looking rugs out there that will pull your room together and make your furniture and floor look great!
I wouldn't suggest going too cheap, or your rug will just fall apart. You should also invest in a no-slip pad to put under it, so your rug doesn't slip and cause a health hazard.
If you don't need a great big rug and your dining room has more of a vintage look., this 5.75 -foot berry basket primitive round rug is only $119, which is a great price for a braided rug. It has several colors in it too, so it should match a lot of your decor. The seller also has this rug at bigger sizes for more money.
If you're looking for something a little less traditional, Ikea has this pink and blue rug for only $39. It's 4 ft., 4 in. by 6 ft., 5 in., so it is plenty big enough to go under a table.
My personal favorite is the jute rug from Pier One. It's got a lot of different happy colors in it, but it's made out of easy to care for jute, and it will match reds, greens, yellows and many types of decor, from traditional to more modern. I have been looking carefully at this one myself for my own dining room and it's on sale for just $99!

I always find the best deal on rugs at Home Goods/Marshals and TJ Maxx. They have great quality and they are VERY reasonably priced. Depending upon the size they run about $50 for smaller ones up to about $300 for massive ones. Since stock can vary, a place like IKEA that has standard items wouldn't be bad either. It just depends on your taste. Good luck!
