"taskeinc" below must be kidding. The Samsung Omnia is not $50 (unfortunately), and doesn't have a 3-MP camera.
Here's a competent answer: The best photo and video camera phone is, by far, the Samsung i8910 Omnia HD. It has an 8 megapixel camera with flash, image stabilizer, Wide Dynamic Range (WDR), ISO 1600, geo-tagging, HD video recording in 720p@24fps or 720x480@30fps, and also QVGA time-lapse and slow-mo video recording.
