I am looking for a fridge to fit in custom cabinet max height 28 inches by 20 1/2 inch wide by 21 1/2 depth.

Unfortunately you choices are very limited. The Danby does fit your dimensions, so take a look at it.
There is also a company called Sun Frost that will custom make a refrigerator for you. That would probably be my recommendation because with your dimensions, you are looking at the Mini fridge dept. and I am not sure that is what you want.
