I wasn't able to find a Buzz Lightyear costume specifically for girls, but I found generic children's Buzz Lightyear costumes.
I suggest the Child Buzz Lightyear Costume, available at Fantasy Toyland. It is only $19.95, and goes from a toddler's medium to a child's small. You have an option of adding Buzz Lightyear gloves and a Jet Pack! Here's more:
