Does the GPS come with the current maps I need in my country or do I need to download/pay for the newest ones? Are there any recurring fees involved in finding a GPS or is it ready to go out of the box with no additional cost?

Road maps do change over time but you don't necessarily have recurring fees on the gps systems. I would check out the sites information. I've used the Magellan & Tomtom's and they were ready to be used out of the box. I would also suggest using them first to get use to the set up and how to use before taking on your trip.
They do have maps online that you can download for a fee.
Tomtom site : their official site does it by country or you can buy them preloaded with different parts of Europe for example the Start Europe-features 42 European countries.
I would also do some comparison shopping on Amazon & Nextag.
