They do make waterless shampoos for cats!I have used Veterinarian's Best Dry Clean Waterless Cat Bath and found the results to be ok.Even though giving my cats a real bath can be painful (my cats are not declawed). I found that giving them a real bath did a much better job.If there is a reason that won't work, then you may want to check out one of these.
