TJ Maxx, Marshalls, Stein Mart or you local Once Upon a Child or gently used second hand childrens stores in your area. You can find some really great buys at gently used childrens stores and because litl kiddies grow so fast some of the clothes are brand new.

I love Janie & Jack clothing. It can be quite pricey but if you shop around a little, you can find some good items used and unused on places like Ebay and Craigslist.
I also find that Ralph Lauren has the best fitting clothing for children. If you sign up for their mailing list, they have some of the best discounts sent to your email. Really great deals!

Groupon is awesome and sends out daily coupons for things in your area. The coupons are the best I have ever seen. It is definately worth the signup.
