I go to "FAMILY DOLLAR" I bought a BATMAN figurine...5.00..My grandson Will love it..many Gifts there for 5.00..and also BIGLOTS has a good variety of toys..Happy SHOPPING..SUSIE
Walgreens has many toys that are buy 3 for $13.98 add one more and you still stay below your $20.00. Brands include Hotwheels, Disney, Hannah Montana and many more.
Walmart is selling board games for 5 dollars each.. That is a great gift for kids... Go check it out...
I have been in your shoes before, here is a few ideas.
1. The dollar store is always a good idea, you can get 5 gifts for 5 dollars, or 4 gifts and gift basket to put them in.
2. Gift Cards, I always like to get the ones from my bank because they can be used at any store and if they will be getting other money for Christmas or Birthdays that can be added to your amount. If they have a certain store (say Wal-Mart, Shopko or Hastings) they love then one to that store is okay too, also kids love cash too.
3. Both Wal-Mart and Kmart have toys for 5 dollars, they are usually in with the 5 to 10 to 15 to 20 dollar toys. Also sometimes board games are in that price range and card games too, Uno, Old Maid etc. If they enjoy coloring or reading books you can usually get two books for 5 bucks or one to two coloring books and crayons for that much.

If you are wanting to buy 4 gifts for $20.00 one suggestion I have and of course alot of this depends on the ages of your children is gift cards. My son who is only 6 LOVES getting gift cards because he thinks he has his own "credit card"! You can buy these online at Gifts to Go. Another idea is the day after Thanksgiving sells. I can normally pick up a game for 5.00 on that day and most kids love games! Also on line if your kids like starwars found an awesome store with everything below 5.00. I attached the link and one last thing is Walmart. You can find toys that cheap within the store and also on line.

My suggestion for finding some great gifts for under $20.00 is to start at your Dollar General stores or similiar stores. They sell toys and they have quite the selection for kids. You could also think about buying something to stuff many little toys in, say a bucket and personalize the bucket with their names.
If they are really young I would suggest crayons, crayon books, paint sets, play do. And make a little gift basket out of them.
They also sell books very inexpensive! Or you could also check out Target & Walmart and check out their clearance sections for toys. They also have under $5.00 sections usually near the cash registers.
Also don't forget consignment stores, Goodwill & Salvation Army they have toys that are sometimes in pretty good shape or just need a little cleaning up. ; )
