If you really wanna go for a deep, true black color, I recommend you check this out. It's called OCC: Lip Tar in Tarred True Black. I know its not a lipstick but this lip gloss is not as shiny as the usual ones you see at the cosmetic stores. The color is very intense, pigmented, and opaque. These cost around $13 and if you check out their websites, they also have other neon colors that you might like. The lipglosses have also received positive reviews and are used by professional make up artists.
I love questions like this because they give me an opportunity to learn something new! There is a website called Manic Panic that apparently sells a really good quality black lipstick. They have a shade called Black Rose, which is a sort of purplish black, and then they have Raven which is the blackest black. You should really check out their website.
